The best person to ask this question to, is both your spiritual advisor and from the Bishop directly. The last time I knew of, the bishop had to give the permission directly to the clergy in a manner of great care as to prevent scandal, and injury or confusion.
The bishop will most likely ask you several questions to determine why you wish to do this. He may also ask you what kind of mission you are performing or serving in. ie you serve mostly those who are familiar with the Novus Ordo.
Please do not be discouraged by my words, as I only offer you my support, prayers and encouragement. It is my strongest advice to you, is that you write to the Bishop stating who you are, what your intentions are, why you wish to hold a bi-ritual services, and what purpose it may serve. You will also need to explain what the benefits are and the disadvantages may be not only to the people who attend, yourself but also for the Holy Church.
If you chose to take my advise, please make sure you write to both Bishop Queen and Archbishop Gubala. Since I am not sure whom you serve under, I am recommending you write to both of them. I assure you, that they are great shepherds who are very encouraging, and supportive to clergy.
Please know you are in my prayers and thoughts with great encouragements. I shall also remember you in my prayers.
